player should follow a moving npc when willing to talk

Description

At this point when you select an NPC and click talk, the PC player will move towards the point where the NPC was when you pressed talk.

When the NPC is idling, he will wander off while the player moves to the point where the action was triggered. When the player reaches this point, the NPC will idle and will continue to idle until the dialogue window was closed.

In practice this means that you send the PC to coordinates (x,y) where the NPC was, then the NPC will move to coordinates (x',y') and the PC will move to (x,y), when the PC reaches (x,y), the NPC will idle at (x',y') meaning they could be having a conversation with somebody offscreen for example.

(In [360]) Ticket #140: patch by eliedebrauwer. Modified the PCBehaviour which allows actions to trigger actions, this way we can keep following an NPC until we get close enough to start a conversation. This is not an optimal path (yet), but at least we got close now. closes #140
